In May 2004, the ACCC released a draft report on the mobile originating access service (MOAS). The report considered whether or not the ACCC should extend, vary or revoke the existing declaration of the MOAS. In the report the ACCC indicated it had reached a draft decision that it would not be in the long-term-interests of end-users to continue declaration of the MOAS.

In June 2004, the ACCC released a final report relating to the MOAS. The report considered whether or not the ACCC should extend, vary or revoke the existing declaration of the MOAS.
In the report the ACCC decided that it would not be in the long-term-interests of end users for to continue declaration of the MOAS.
