The Measuring Broadband Australia program provides Australian consumers with accurate and independent information about broadband performance to assist their purchasing decisions.

From May 2020 to March 2021 we released monthly Key Indicators Reports that tracked NBN network performance over each month of the quarter. From June 2021, the information presented in these reports is now included in each quarterly report.

In May 2021, the Federal Government announced funding to continue the Measuring Broadband Australia program to June 2025.

Background

On 7 April 2017, the Federal Government announced that it will fund a broadband performance monitoring program to provide Australian consumers with accurate and independent information about broadband speeds.

On 30 May 2017, the ACCC published a Request for Tender for testing services for the program on the AusTender website. Please refer to the AusTender website for further information.

We commenced seeking expressions of interest for program volunteers on 19 June 2017. Registrations are still open at Measuring Broadband Australia.

On 1 December 2017, the ACCC announced it had appointed SamKnows as our independent testing provider. We commenced our first round of testing in 2018 and published our first report in March 2018, which reported on four retail service providers (RSPs).

The Measuring Broadband Australia program has since grown to report on ten RSP groups and has made a strong contribution to competition and consumer outcomes in broadband markets.

On 6 August 2019, we published a Statement of Expectations on how service providers interact with the Measuring Broadband Australia program to provide further reassurance on the independence and veracity of program data as we add retail service providers’ efforts to recruit volunteers.

On 18 February 2021, the ACCC published the report of its review of the effectiveness of the Measuring Broadband Australia program.

The review was undertaken in consultation with the Department of Infrastructure, Transport, Regional Development and Communications (DITRDC) and a representative panel of stakeholders including a public consumer survey.

In May 2021, the Australian Government announced funding for an extension of the program until June 2025.

On 1 November 2021, the ACCC published a request for tender on the AusTender website for a third-party testing provider to support the delivery of the extended MBA program. After due consideration of tenders for this role the ACCC has reappointed SamKnows as the testing provider for the MBA program until June 2025.
