On 27 May 2013, the ACCC released discussion paper for the MTAS declaration review. The paper invited submissions on whether the MTAS should continue to be declared and whether any changes to the MTAS are required.

The ACCC received the following submissions.
Request for further information
On 20 August 2013, the ACCC sent requests for further information on SMS and MMS termination to a number of mobile operators. The ACCC sought such information to assist it in its understanding of SMS and MMS markets and to assist it in making an assessment of whether SMS and MMS termination services should be declared.
Responses were due by 6 September 2013.
The ACCC also welcomed any submissions from any other party on SMS and MMS termination until this time.
