ACCC assessment of NBN-Telstra service delivery agreements

Telstra has commenced reporting to the ACCC each quarter on the number of HFC new connections, and SIOs by HFC distribution area, to provide visibility over whether out-of-the-ordinary demand for Telstra HFC services is emerging in areas subject to HDA activity.

NBN Co has established quarterly reports to assist the ACCC to test for potential advantages to Telstra in downstream markets from early access to NBN funded HFC lead-ins, or from outcomes that outperform those achieved by other NBN access seekers where Telstra is the NBN service delivery partner.

NBN Co has also commenced reporting each quarter to NBN access seekers on outcomes achieved where Telstra is the service delivery partner, and has advised the ACCC that it is in the process of supplementing its rollout reporting to NBN access seekers so as to provide additional guidance on progress towards RFS and construction completion dates in rollout areas that are subject to the HDA.
