On 7 November 2014, the ACCC commenced a public inquiry into varying the 2012 domestic transmission capacity service (DTCS) final access determination to reflect the changes in the scope of DTCS regulation following the DTCS declaration inquiry which was finalised in March 2014.
Background
This inquiry considers whether the ACCC should vary the 2012 DTCS final access determination to reflect the ACCC’s recent decision to re-regulate 3 regional routes under the 2014 DTCS Declaration (Bundaberg, Maryborough and Rockhampton) as well as 7 regional ESAs (being Kirwan, Gulliver, Withcott, Middle Ridge, Newtown, Drayton and Frenchville) which were notionally defined for pricing purposes in the 2012 DTCS final access determination as part of the deregulated Townsville, Toowoomba and Rockhampton regional routes/areas.
Discussion paper
The ACCC has released a discussion paper that outlines the proposal. The discussion paper provides background on the proposed variation, the assessment framework for making a decision and the ACCC’s preliminary views.
The ACCC invites submissions from interested parties by no later than 5:00pm 8 December 2014.
