Market definition

The ACCC considered the effects of the proposed acquisition on the markets for the wholesale supply of commercial printing paper, pressure sensitive adhesive material, and sign and display consumables in Victoria.

Competition analysis

The ACCC concluded that Spicers’ proposed acquisition was unlikely to substantially lessen competition in any relevant market.

In relation to the wholesale supply of commercial printing paper, the proposed acquisition would combine the second and third largest suppliers in Victoria. Other competitors continuing to supply this market include Ball & Doggett and to a lesser extent Vital.

The ACCC found that barriers to entry were not high for a player the size of Domain and the parties would likely be constrained by the threat of new entry or expansion by existing competitors. The ACCC also found that larger printers are likely to exert some countervailing power by seeking direct supply from overseas paper mills, for at least some of their supply.

In relation to the wholesale supply of pressure sensitive adhesive materials, and sign and display consumables, the ACCC found that a number of significant competitors would remain to constrain the parties post-acquisition.
