Summary

The Recruitment & Consulting Services Association (RCSA) lodged an exclusive dealing notification with the ACCC on 16 April 2020 in relation to RCSA’s ‘StaffMatch’ program, which forms part of the Queensland government’s ‘Job Finder’ policy (an economic relief policy in relation to COVID-19).

RCSA’s proposed StaffMatch program is a labour market employment matching service that will streamline opportunities for Queensland jobseekers to find temporary and ongoing employment in priority sectors and locations most in need, and Qld businesses and organisations to find temporary workers during the pandemic. Through StaffMatch, RCSA proposes to operate a concierge service for labour hire and private employer agency businesses that are corporate members of RCSA, non-members who are 'Staffsure' certified (the scheme notified under N99774) or certain groups approved by the Australian Government, Queensland Government or RCSA to connect with registered job-seekers.

A copy of the notification is available under the ‘Notifications’ heading below.

On 21 December 2020, the ACCC decided to take no further action and allow the notification to stand. Further information is contained in a letter sent to RCSA, which is available under the ‘ACCC correspondence’ heading below.
