Description of Conduct

On 29 June 2021, the Australian Competition and Consumer Commission (the ACCC) received an application for authorisation from the Western Australian Local Government Association (WALGA), on behalf of itself and its current and future members.

This application relates to the creation of a joint energy purchasing group where members will pool their aggregate forecast demand in order to jointly acquire electricity from the South West Interconnected System (SWIS) as well as Large-scale Generation Certificates (LGCs), Small-scale Technology Certificates (STCs), Australian Carbon Credit Units (ACCUs), and similar renewable energy certificates (together the Relevant Products).

On 29 July 2021, the ACCC issued a draft determination proposing to grant authorisation and granting interim authorisation.

On 26 August 2021, the ACCC issued a final determination granting authorisation for 15 years, until 30 September 2036.
