Summary
The applicants are the Municipal Association of Victoria (MAV) and 48 Victorian Councils (the Participating Councils) (the Applicants). The Applicants propose to pool their electricity demand and place a single tender calling for proposals for the supply of retail electricity services and renewable energy certificates (i.e. Large Scale Generation Certificates) from an electricity retailer.
The Applicants sought authorisation for 11 years.
On 18 December 2019 the ACCC granted interim authorisation to allow the Applicants to conduct the proposed tender process prior to the ACCC making its final determination, but not enter into any supply agreements. On 18 December 2019, the ACCC also issued a draft determination proposing to grant authorisation to the arrangements for 11 years.
On 31 January 2020, the ACCC released a final determination granting authorisation for 11 years. A copy of this determination is available below.
