The Australian Competition and Consumer Commission has been asked to examine the 'net benefits to customers' criterion for new interconnectors and network augmentations under the National Electricity Code, ACCC Chairman, Professor Allan Fels, said today.

The ACCC will conduct the review as part of its Statement of Regulatory Intent which will outline the ACCC's approach to regulating transmission networks in the National Electricity Market.

This review has been prompted because of concerns about the assessment criterion that emerged from the review of the proposed South Australia and New South Wales interconnector.

'In conducting this review, the ACCC will consult fully with all interested parties and will take into account that the national market is anticipated to commence on 15 November', Professor Fels said today.

The ACCC is developing terms of reference for a review of the criterion which will be distributed to interested parties and published on the ACCC's web site at http://www.accc.gov.au.

Interested parties are invited to register with Maxine Helmling on (02) 6243 1246 by 25 September 1998. Submissions on the proposed terms of reference and the criterion are due by 12 October 1998. Submissions can be mailed to: Electricity Group, ACCC, PO Box 1199, Dickson, ACT 2602.

'The ACCC will provide a further opportunity for interested parties to comment on the draft report in submissions and a public forum.'
