The ACCC proposes to re-authorise Recycling Victoria and 16 councils in the south eastern metropolitan Melbourne region (the Participating Councils) to conduct a joint competitive tender process to investigate, and potentially procure, the provision of advanced waste processing services (AWP). AWP involves processes to recover alternative resources (such as electricity or fuel) from municipal residual waste.

The ACCC has also granted interim authorisation to allow Recycling Victoria and the Participating Councils to engage in the conduct while the ACCC considers the substantive application.

The applicants have previously been authorised for the same conduct but have requested an additional 24 months to complete the tender process with bidders.

The ACCC considers the conduct is likely to result in public benefits including environmental benefits, transaction cost savings, increased efficiencies and increased competition for the supply of AWP services. The ACCC consider that the arrangements are likely to result in minimal public detriment.

The ACCC proposes to grant authorisation until 8 July 2054.
