The ACCC has released a draft determination proposing to grant authorisation to the City of Greater Geelong, on behalf of itself and Surf Coast Shire Council, Golden Plains Shire Council, Borough of Queenscliffe, Wyndham City Council and Colac Otway Shire (together, the Participating Councils) to engage in collective procurement conduct, and give effect to service contracts that may be executed as an outcome of procurement conduct, in respect of the following waste services:

  • domestic recyclables and glass recyclables receival and processing, and
  • bulk haulage of those materials from the receival site to the processing site.

The ACCC also granted interim authorisation to enable the Participating Councils to undertake the procurement processes (but not to give effect to any contracts) while the ACCC considers the substantive application.

The ACCC is now seeking submissions in response to the draft determination by 30 November 2023 before making its final determination. Further details about the application and how to make a submission are available on the ACCC’s public register at: City of Greater Geelong.
