On 24 October 2023, Southern Sydney Regional Organisation of Councils (SSROC) applied on behalf of itself and Bayside Council, Burwood Council, Canterbury-Bankstown Council, City of Canada Bay Council, Georges River Council, Inner West Council, Randwick City Council, Strathfield Council, City of Sydney Council, Sutherland Shire Council, Waverley Council, and Woollahra Municipal Council (together, the Councils) to:

  • Collectively invite tenders, evaluate responses and negotiate contracts for the processing of commingled recycling from yellow-lidded kerbside bins and disposal of residuals, and
  • Enter into and give effect to contracts with each preferred supplier through a Standing Offer Deed and Contract for Services.

On 14 December 2023, the ACCC issued a draft determination proposing to grant authorisation for a period of 11 years. The ACCC also granted interim authorisation to enable the Councils to begin the tender process (but not to enter into or give effect to any contracts) while the ACCC considered the substantive application.

On 1 February 2024, the ACCC issued a final determination granting authorisation AA1000651 until 23 February 2035.
