The ACCC considered that the restructuring was unlikely to raise upstram rivals' costs because Raymond Australia Pty Ltd and the Mander Group only distributed Toyota related products, and new and existing competitors could access existing distributors, establish a new distribution network or appoint a reseller for the distribution of industrial equipment in Australia.
