Target(s)

  • greenfield site in Kawana on the Sunshine Coast in Qld

Summary

Ramsay is bidding for a contract from the Queensland Government to build and operate a private hospital on a greenfield site in Kawana on the Sunshine Coast in Queensland.

Market definition

The ACCC considered the proposed acquisition in the context of:
- the market for the supply of private hospital services to health funds and the Department of Veterans Affairs (DVA) in the Sunshine Coast and the surrounding region; and
- the market for the supply of private hospital services to patients in the Sunshine Coast and the surrounding region.

Competition analysis

The ACCC considered that the proposed acquisition was unlikely to result in a substantial lessening of competition in the relevant markets when compared to the relevant counterfactual. Key factors informing this conclusion included:
- the presence of alternative private hospital operators in the Sunshine Coast and the surrounding region, in particular the Sunshine Coast Private Hospital operated by UnitingCare Health, that would continue to provide competitive constraint on Ramsay post-acquisition;
- the proposed acquisition was unlikely to substantially strengthen Ramsay's bargaining power in negotiations with health funds and the DVA.
