Request for regulatory forbearance to extend In-Train Order arrangements19 Jun 2018

In-Train Order (ITO) arrangements provide customers with a longer period before mandatory disconnection occurs where a valid order is in place for migration to the NBN.

On 1 June 2018, Telstra requested regulatory forbearance to extend the operation of existing ITO arrangements for standard voice and broadband services (which were due to expire on 30 June 2018) until 12 November 2018.

The timing of disconnections under the existing ITO arrangements better supports service continuity by providing 150 business days after the Disconnection Date before disconnection (while the same Premises would only receive 120 business days if Telstra was to revert to alternative ITO arrangements).

On 12 June 2018, the ACCC agreed to Telstra’s request on the condition that Telstra submits a formal variation to the Migration Plan as soon as practical. The ACCC will consider the variation in accordance with the Migration Plan principles and consult publicly when Telstra submits the proposed variation.
