Commonwealth Government High Security sites disconnection arrangements29 Jan 2020

On 7 September 2017 the ACCC approved Telstra’s request for regulatory forbearance to defer its disconnection obligations for Commonwealth Government High Security (CHS) sites under the Migration Plan. The regulatory forbearance was provided to ensure that, where there are difficulties in making CHS sites serviceable for the NBN, those sites could remain connected to their existing services until they are NBN serviceable.

On 21 December 2018 Telstra sought forbearance from the ACCC to continue to defer its disconnection obligations at CHS sites. On 9 January 2019, the ACCC approved Telstra’s request for regulatory forbearance in relation to Telstra’s disconnection obligations for CHS sites under clauses 14 and 3 of the Migration Plan, and under clause 22 and schedule 7 in relation to Telstra’s disconnection obligations for Special Services at CHS sites.

On 21 October 2019, Telstra provided the ACCC with a request for forbearance to further defer disconnection for Special Services at CHS sites. On 6 November 2019, the ACCC approved Telstra’s request to ensure service continuity at CHS sites consistent with previous approvals to defer disconnection.
