Final replacement Required Measures 1, 2, 3 and 427 Jan 2016

On 27 January 2016, Telstra provided the ACCC with the final form of replacement Required Measures 1, 2, 3 and 4, and a summary of the feedback received from wholesale customers and NBN Co.

The replacement Required Measures facilitate a move to the multi technology NBN and incorporate a number of small drafting adjustments and corrections.

The ACCC is not required to approve the replacement Required Measures but may object to them if they don't comply with the Migration Plan Principles. Having considered the replacement Required Measures and the feedback from Telstra’s wholesale customers and NBN Co, the ACCC considers that they are consistent with the Migration Plan Principles and does not object to them. The replacement Required Measures will now form part of the Migration Plan.

We note Telstra has advised the ACCC that it’s still developing some operational processes relating to Required Measures 2 and 3 and that, once finalised, may need to update these Required Measures and/or seek approval for a variation to the Migration Plan. Similarly, we note that there could be a need for Telstra to revisit these processes in light of subsequent operational experience.
