Consultation on the replacement of Required Measures 2 and 3

Telstra has provided the ACCC with the proposed replacement of:

  • Required Measure 2 – process for Managed Disconnection of Copper Services from Disconnection Date
  • Required Measure 3 – Process for Managed Disconnection of HFC Services from Disconnection Date

Replacement Required Measures 2 and 3 reflect the MTM Variations to the Migration Plan and the updated disconnection processes. The MTM variations to Required Measures 2 and 3 are relatively minor; however, there are a number of updates and temporary exemptions to the managed disconnection processes.

The changes to the managed disconnection processes are driven by the FSAM32+ variations, particularly the timeline for disconnection of certain services, which has been extended to increase flexibility for end users and the industry.

Key changes to Required Measures 2 and 3 include:

  • broader application of Soft Dial Tone post Disconnection Date to prompt end users to migrate to the NBN and
  • extended disconnection period for MDU Common Areas and copper services used to supply NBN registered Fire Alarm and Lift Phone services.

While the disconnection processes applicable to Required Measures 2 and 3 are similar, there are certain processes not applicable to Required Measure 3 because HFC services are not supplied on a Wholesale basis and Special Services, Fire Alarm and Lift Phone services are not supplied over HFC lines.

Telstra is currently consulting with its wholesale customers and NBN Co on the proposed changes. Should wholesale customers have any concerns arising from Replacement Required Measures 2 and 3, we would encourage them to engage with Telstra directly to make their views known. 

On the conclusion of the consultation, Telstra is obliged under the Migration Plan to update the ACCC on the consultation and identify any changes made as a result of the consultation. The ACCC is not required to approve Telstra’s proposed Replacement Required Measures 2 and 3 but may object to them if they are not compliant with the Migration Plan Principles. Subject to the outcome of the consultation between Telstra, its wholesale customers and NBN Co, the ACCC does not propose to object to Replacement Required Measures 2 and 3.
