In March 2002 the ACCC varied the GSM termination services declaration to make it technology neutral. As the declaration now also covered CDMA services, the pricing principles were revised.

In 1999 the ACCC had several access disputes before it on the GSM origination and termination services. The main issue on which the parties were unable to agree was the price terms and conditions of access. The ACCC decided to conduct a public process, outside the access disputes, to consider the appropriate pricing principles and methodology for the GSM origination and termination services.
