Mobile terminating and originating access pricing principles

In 1999 the ACCC had several access disputes before it on the GSM origination and termination services. The main issue on which the parties were unable to agree was the price terms and conditions of access. The ACCC decided to conduct a public process, outside the access disputes, to consider the appropriate pricing principles and methodology for the GSM origination and termination services. It engaged consultant economists to advise on the appropriate methodology (or methodologies) for pricing access to the services, releasing a discussion paper based on this advice in December 1999.
