Direction to amend measure 1(b)20 Dec 2013

On the 20 December 2013 the ACCC directed Telstra to improve a required measure 1, which relates to the “pull through” process that NBN Co may use to connect premises to the National Broadband Network (NBN).

ACCC decision

Under required measure 1, Telstra must develop processes that enable it to (a) collect the consent of its wholesale customers for NBN Co to use pull through and to (b) notify wholesale customers if the pull through process is not successful.

The ACCC considers that Telstra’s proposal for collecting wholesale customer consents satisfies the regulatory requirements. However, the ACCC was not satisfied that the timeframe within which Telstra has proposed to notify wholesale customers is prompt enough to enable them to effectively manage the period of the service outage for their end-users.
