On 2 March 2018, ARTC lodged a replacement undertaking for the interstate rail network. This undertaking is to replace ARTC's 2008 undertaking, which expires 31 August 2018. The access undertaking covers the terms and conditions of access for parties seeking to run trains on the mainline standard gauge rail track owned or leased by ARTC.
On 16 January 2018, the ACCC issued a consultation paper on ARTC's proposal. Submissions were due by 13 February 2018.

The ACCC issued a discussion paper setting out information in relation to the consultation and sought public submissions. The due date for submissions was 29 August 2014.
The Australian Competition and Consumer Commission has consented to the Australian Rail Track Corporation’s (ARTC’s) application to vary the 2011 Hunter Valley Access Undertaking (HVAU). The 2011 HVAU regulates the rail network that is predominantly used to transport coal from the mines in the Hunter Valley to the Port of Newcastle for export.
The final variation application was submitted by ARTC on 16 June 2017. The current undertaking is due to expire on 30 June 2017.
