Bulk grain port monitoring

  • The level of regulation at some of Australia’s bulk grain export facilities has been reduced.
  • Following the decision to reduce the level of regulation at facilities, the ACCC committed to monitoring the effects of deregulation in the industry.

What the ACCC does:

  • We monitor compliance with obligations in the wheat port code.
  • We produce monitoring reports that analyse bulk grain exports and examine industry matters.
  • We engage with industry to hear concerns and emerging issues.

What the ACCC can't do:

  • We don’t monitor the price of bulk grain export port terminal services.
  • We don’t monitor the entire bulk grain export supply chain.

We monitor compliance with wheat port code obligations

The ACCC monitors compliance with obligations in the Wheat Port Code of Conduct. We also perform other specific roles under the wheat port code.

We produce monitoring reports

As part of our monitoring role, we produce and publish monitoring reports. We produce these reports to monitor the effects of deregulation in the industry following exemption decisions at some of Australia’s bulk grain export facilities.

Monitoring reports examine topics such as:

  • amounts and types of grain exported
  • port terminal service provider market shares of bulk grain exports
  • exporter market shares at bulk grain export port terminal facilities
  • capacity utilisation at bulk grain export port terminal facilities
  • any concerns or complaints made by exporters of bulk wheat on securing fair and transparent access to port terminal services
  • the role and impact of the Port Terminal Access (Bulk Wheat) Code of Conduct.

We produce these reports to:

  • promote transparency
  • inform discussions about key issues relating to bulk grain exports
  • monitor and track the effect of exemption decisions.
