The ACCC is responsible for monitoring and reporting on certain water market and charging arrangements in the Murray-Darling Basin.
The ACCC's water monitoring role
The Water Act 2007 (the Act) gives the ACCC responsibility for monitoring:

regulated water charges including termination fees
-
transformation arrangements
-
compliance with the Water Charge Rules and Water Market Rules.
The ACCC is required to provide the minister (currently the Minister for Resources, Water and Northern Australia) with reports on the results of its monitoring, consistent with an agreement between the minister and the ACCC. The purpose of the ACCC undertaking monitoring is to inform the minister and stakeholders more broadly about: regulated water charges; trends in termination, transformation and trade, and the degree of compliance with the rules, in the Murray-Darling Basin.
Water monitoring reports
The ACCC has completed its eighth annual report under the Water Act 2007 (Cth). The report provides information on the state of the rural water sector in the Murray-Darling Basin for the 2016–17 financial year.
The report provides information for the 2015−16 year on regulated water charges, transformation arrangements, termination of irrigation network access, compliance with the Commonwealth water market rules and water charge rules, and related issues.
