  • We assess compliance with Telstra’s structural separation undertaking and migration plan.
  • We monitor consumer issues and competition while Telstra’s legacy fixed line services are being migrated to the National Broadband Network (NBN).
  • We report on Telstra’s compliance with its structural separation undertaking each year.

What the ACCC can't do

  • We don’t determine when a customer’s Telstra service will switch to the NBN.
  • We don’t set retail prices for consumers to access the NBN.

About the structural separation of Telstra

In 2010, the Australian Government introduced legislation to reform the telecommunications industry. This included a framework to bring about the structural separation of Telstra.

Telstra’s legacy fixed line services are being migrated to the wholesale-only National Broadband Network (NBN). Migration occurs as the NBN rolls out across the country. Customers with access to the NBN have a choice of retail service providers.

Telstra has a structural separation undertaking in place. It contains several obligations to promote competition during the migration process. See Telstra's structural separation undertaking for more information.

What we do in monitoring Telstra’s compliance

The ACCC has a role in monitoring and assessing compliance with:

  • Telstra’s structural separation undertaking. Its obligations are designed to promote competition during the National Broadband Network (NBN) rollout and migration of services.
  • Telstra’s migration plan. This is part of the structural separation undertaking. It sets out the steps Telstra is taking to migrate voice and broadband services to the NBN from Telstra’s legacy copper and hybrid fibre networks.

We provide a report each year to the Minister for Communications on Telstra’s compliance with its structural separation undertaking.
