Consultation on primary price terms and conditions24 Jul 2014

On 24 July 2014, the ACCC commenced consultation on the primary price terms and conditions for the 2015 domestic transmission capacity service (DTCS) final access determination.

Extension to consultation period

The ACCC has agreed to a request received on 9 September 2014 from Telstra that the due date for submissions to the primary prices discussion paper be extended by one week to 26 September 2014.

The ACCC has also agreed to extend the due date for submissions by one week for the fixed line services final access determination primary price terms discussion paper.

Position statement regarding use of domestic benchmarking approach

The ACCC has released a position statement regarding its position to continue using a domestic benchmarking approach to price the DTCS for the 2015 final access determination, in advance of a more comprehensive draft decision. The position statement sets out the reasoning behind continuing the domestic benchmarking approach.

The ACCC expects to release its draft decision on the final access determination for the DTCS in early 2015, before making a final decision in mid-2015.

The ACCC is liaising with transmission providers to obtain pricing information for the purposes of the domestic benchmarking.
