Telstra's Migration Plan

On 12 May 2020, Telstra provided the ACCC with a letter of notice on its proposal to amend Required Measure 5(A) BDSL products and Required Measure 5(D) ISDN products in Telstra’s Migration Plan and its intention to publish the amended Plan.

Required Measure 5(A) details the managed disconnection process for the Special Services Inputs Telstra will use for BDSL products on Fibre to the Curb (FTTC) technology. BDSL products are business grade special services inputs that include Ethernet Lite BDSL and Wholesale Business DSL services.

Required Measure 5(D) details the managed disconnection process for the Special Services Inputs Telstra uses for ISDN products. This includes ISDN 2 and IDSN 10/20/30 services, DDS Fastway, Data Radial, Megalink and Frame Relay.

Telstra’s proposed changes include confirming that:

• the special services disconnection date for BDSL on FTTC will be 22 July 2022
• the final sunset exit date for ISDN products will occur on 31 May 2022.

Special Services (and Special Service Inputs) are generally business services delivered over Telstra’s copper network for which a replacement product was not initially available over the National Broadband Network (NBN). For this reason, Special Services are disconnected on a different timetable to the ‘region by region’ disconnection process used for the standard voice and broadband services.

Telstra has consulted with its wholesale customers on the replacement Required Measure 5(A) and 5(D) as outlined in its letter to the ACCC.

The ACCC is not required to approve amendments to Required Measures, but may object if the amendments don't comply with the Migration Plan Principles.

The ACCC considers that the amended Required Measures are consistent with the Migration Plan Principles and does not object to the amendments.

Telstra intends to publish these Required Measures on 10 June 2020. Once published, these Required Measures will form part of the Migration Plan.
