On 16 December 2011 the ACCC released a final decision to vary the final access determinations (FADs) to remove the exemption provisions for the following declared fixed line services:
- Wholesale Line Rental (WLR)
- Local Carriage Service (LCS)
- Public Switched Telephone Network Originating Access (PSTN OA).
