A mandatory Code on bulk wheat terminal access commenced on 30 September 2014. The Code regulates bulk wheat port terminal operators to ensure that exporters have fair and transparent access to terminal facilities.The Code allows for regulation to be reduced at ports where appropriate. The ACCC may exempt a port terminal service provider from certain provisions of the Code in relation to a specific port terminal facility.

On 24 September 2015 the ACCC released final determinations granting exemptions to both GrainCorp and Queensland Bulk Terminals at their respective bulk wheat port terminals at the Port of Brisbane.

Regional mobile issues Communications Monitoring Ongoing

During the domestic mobile roaming declaration inquiry, the ACCC received submissions from many regional stakeholders regarding regional mobile issues, such as inadequate mobile coverage and coverage information. At the end of the inquiry, the ACCC released a separate paper Measures to address regional mobile issues, which discussed a number of measures which could improve outcomes for regional mobile consumers.

On 17 December 2014, the Parliamentary Secretary to the Minister for the Environment wrote to the ACCC requesting advice on possible amendments to the Water Charge (Infrastructure) Rules 2010, Water Charge (Planning and Management Information) Rules 2010, and Water Charge (Termination Fees) Rules 2009.

On 29 May 2017, Riordan Grain Services submitted an application to be exempted from Parts 3 to 6 of the Port Terminal Access (Bulk Wheat) Code of Conduct. The ACCC sought additional information from Riordan Grain Services and a revised application was lodged on 31 May 2017.

On 29 July 2016, the ACCC commenced a public inquiry to make a final access determination (FAD) for the superfast broadband access service (SBAS) under section 152BC of the Competition and Consumer Act 2010 (the Act). This followed the release of the ACCC’s decision to declare the SBAS on 29 July 2016.

On 28 July 2017, the ACCC released a final determination granting exempt service provider status to Semaphore at its port terminal facility at Osborne Berth 1, Inner Harbour, Port Adelaide . Exempt service providers do not have to comply with Parts 3 to 6 of the Port Terminal Access (Bulk Wheat) Code of Conduct.
