The ACCC is intending to undertake collection and analysis of internet activity data through a new Internet Activity Record Keeping Rule (RKR), under Section 151BU of the Competition and Consumer Act 2010 (CCA), from the December 2018 reporting period onwards. This follows a decision by the Australian Bureau of Statistics (ABS) to discontinue producing its current Internet Activity Survey (IAS), with the June 2018 IAS being the final iteration.

Facilities Access Code Review 2018 Communications Review Ongoing

The ACCC’s A Code of Access to Telecommunications Transmission Towers, Sites of Towers and Underground Facilities (the Facilities Access Code) was made under Clause 37 of Part 5 of Schedule 1 of the Telecommunications Act 1997. It governs how access to certain telecommunications facilities owned by telecommunications carriers, including mobile towers and underground ducts, is provided to other carriers seeking to install their equipment on or in those facilities.

On 7 April 2017, the Federal Government announced that it will fund a new broadband performance monitoring program to provide Australian consumers with accurate and independent information about broadband speeds.

Spectrum competition limits Communications Policy development Finalised

When the ACMA is allocating spectrum licences, the Minister for Communications may direct the ACMA to impose limits (competition limits) on the amount of spectrum that a person can use under allocated licences, and the Minister may seek the ACCC's advice about the competition limits that may be appropriate.

Regional mobile issues Communications Monitoring Ongoing

During the domestic mobile roaming declaration inquiry, the ACCC received submissions from many regional stakeholders regarding regional mobile issues, such as inadequate mobile coverage and coverage information. At the end of the inquiry, the ACCC released a separate paper Measures to address regional mobile issues, which discussed a number of measures which could improve outcomes for regional mobile consumers.

The ACCC made the Audit of Telecommunications Infrastructure Assets - Record Keeping Rules (Infrastructure RKR) in December 2007. The RKR requires specified carriers to report on the locations of their core network and customer access network (CAN) infrastructure.
