On 23 April 2020, the ACCC engaged GHD to conduct a Depreciated Optimised Replacement Cost (DORC) valuation of ARTC's Interstate network to determine the Regulated Asset Base (RAB).

On 15 June 2021, the ACCC published GHD's Draft Report - Developing a Regulatory Asset Base value for the Australian Rail Track Corporation Interstate Network, using the Depreciated Optimised Replacement Cost method. Submissions were due by 28 July 2021.

On 21 October 2021, the ACCC published GHD's Concluding  Report - Developing a Regulatory Asset Base value for the Australian Rail Track Corporation Interstate Network, using the Depreciated Optimised Replacement Cost method. 

On 25 August 2021, the ACCC commenced a review of the regulatory framework for ARTC's Interstate network. At this stage it is unclear whether the regulatory framework for the Interstate network will continue to use a RAB (whether derived from a DORC or another method). If the regulatory framework continues to use a RAB and a DORC valuation is required in the future, the ACCC may re-evaluate GHD's valuation and stakeholder submissions. The ACCC may further consult stakeholders and consider any subsequent submissions as part of that process.
