Monitoring & reporting

The ACCC collects a range of information from Telstra and other telecommunications providers to monitor competition, monitor market developments and inform regulatory decisions. The Minister can also require that the ACCC monitor and report on various aspects of competition within the industry.

The NBN Services in Operation Record Keeping Rules (RKR) require NBN Co to provide information on the number of Access Virtual Circuit (AVC) services in operation, the amount of Connectivity Virtual Circuit (CVC) capacity being acquired and average CVC utilisation over the NBN.

The ACCC commenced its inquiry in September 2000 and released a discussion paper on 29 September 2000.

In order to facilitate further discussion by interested parties, the ACCC issued a draft report identifying a set of draft recommendations in December 2000. The final report was published in February 2001.

The ACCC made the Audit of Telecommunications Infrastructure Assets - Record Keeping Rules (Infrastructure RKR) in December 2007. The RKR requires specified carriers to report on the locations of their core network and customer access network (CAN) infrastructure.

The ACCC has consulted with industry regarding the process involved in developing the initial and subsequent accounting separation reports.

In 2001, the ACCC introduced the Telecommunications Industry Regulatory Accounting Framework (RAF) and amended it in 2003, taking account of the new accounting separation regime.

Following a consultation process, the ACCC has extended the operation of the TEF RKR (with some minor variations) for another 3 years until 14 July 2014.
