Consultation on Replacement Schedule 126 May 2016

Telstra has provided the ACCC with a proposed Replacement of Schedule 1 (Telstra existing standard processes for disconnection of copper services (other than special services)).

Schedule 1 outlines the process Telstra uses to effect business-as-usual disconnection of standard copper services.

Replacement Schedule 1 reflects MTM Variations to the Migration Plan and the updated processes whereby NBN Co may use the existing copper network infrastructure for the purpose of supplying a new NBN service to an FTTN or FTTB-Connected Premises. Telstra will disconnect these copper services without the customer needing to place a disconnection order.

Key changes to Schedule 1 include:

  • the addition of a new section 8 setting out the process for disconnection of copper services in an NBN FTTB or FTTN environment
  • the addition of cross references to the new section 8 where relevant to update descriptions of other disconnection processes
  • consequential changes for clarity to align with terminology used in the Migration Plan.

Telstra is currently consulting with its wholesale customers and NBN Co on the proposed changes. Should wholesale customers have any concerns arising from Replacement Schedule 1, we would encourage them to engage with Telstra directly to make their views known.

On the conclusion of the consultation, Telstra is obliged under the Migration Plan to update the ACCC on the consultation and identify any changes made as a result of the consultation. The ACCC is not required to approve Telstra’s proposed Replacement Schedule 1 but may object to it if it is not compliant with the Migration Plan Principles. Subject to the outcome of the consultation between Telstra, its wholesale customers and NBN Co, the ACCC does not propose to object to Replacement Schedule 1.
