On 3 December 2009 the ACCC announced a fundamental review of the Access Pricing Principles for telecommunications services. As a result of the review, the ACCC decided to maintain the current pricing principles and indicative prices for fixed line services until 31 December 2010.

On 11 November 2008, the ACCC issued a final decision rejecting Telstra's exemption application relating to the Optus HFC network

Regulatory accounting framework Communications Review Finalised

The ACCC first introduced the RAF RKR in 1999. The RKR set up a vertical and horizontal accounting separation model requiring separate reporting of asset, revenue and cost information for wholesale and retail activities.

Unconditioned Local Loop Service pricing principles & indicative prices 2008-09 Communications Review Finalised

In November 2007, as part of the ACCC's strategic review of the regulation of fixed services, the ACCC issued an Unconditioned Local Loop Service (ULLS) pricing principles determination. The final report was released on 4 June 2008.

Bundling record keeping rule Communications Review Finalised

In March 2003 the ACCC issued a record keeping rule to Telstra seeking information to assess the effects of bundling on competition in telecommunications markets. The record keeping rule requires Telstra to provide quarterly reports to the ACCC in relation to its various types of bundled services offered to residential customers.

The ACCC issued a revised bundling record keeping rule to Telstra in March 2006 which includes various improvements to the information to be provided and specifies the reporting format to be used.

The ACCC announced a review of mobile services in March 2003 and released a discussion paper in April 2003.

Telstra - price control arrangements review 2004 Communications Review Finalised
2004

During its 2004 review of Telstra's price control arrangements, the ACCC consulted with a wide range of stakeholders through two stages of written submissions and in 12 public meetings in metropolitan and regional areas of Australia.

The ACCC released the current guide to the resolution of telecommunications access disputes in March 2004.

The ACCC has consulted with industry regarding the process involved in developing the initial and subsequent accounting separation reports.

Telstra - price control arrangements review 2001 Communications Review Finalised
2001

The ACCC commenced its inquiry in September 2000 and released a discussion paper on 29 September 2000.

In order to facilitate further discussion by interested parties, the ACCC issued a draft report identifying a set of draft recommendations in December 2000. The final report was published in February 2001.
