Competition analysis

The ACCC considered that the proposed acquisition was unlikely to substantially lessen competition in the state based markets for the supply of fine paper (including copy paper) by merchants because of the following factors:
- post acquisition, there would remain a number of paper merchants in the relevant markets and customers would be able to switch to alternative fine paper merchants; and
- the barriers to entry and expansion do not appear significant. In particular, smaller paper merchants appear likely to act as an effective competitive constraint on the merged entity due to the low barriers to expansion.
