Market definition

While the ACCC did not consider it necessary to reach a definitive view on market definition in this matter, the ACCC considered the transaction in the context of national markets for the supply of (i) ion exchange resins; (ii) acrylic latex polymers; and (iii) biocides.

Competition analysis

The ACCC formed the view that the proposed acquisition was unlikely to substantially lessen competition in the relevant markets.

In reaching this conclusion the ACCC noted that the proposed transaction was unlikely to lead to a significant change in market concentration in the markets for acrylic latex polymers or biocides.

In relation to the market for ion exchange resins, the ACCC considered that the local presence of importers representing overseas manufacturers, such as Purolite and Lanxess, as well as the threat of entry and expansion by importers, would continue to provide effective competitive constraints on the merged firm.
