Description of Conduct
The Uniting Church in Australia National Assembly by UCA Assembly Limited (UCANA) sought authorisation (in respect of all legal entities that comprise the Uniting Church of Australia (UCA)) for the establishment of a National Insurance Program (NIP). The NIP will operate as a vehicle through which the parties would collectively negotiate, procure and maintain insurance and insurance-related products and services for the UCANA, the relevant Synods and their constituent boards, agencies, presbyteries, congregations and other groups within their care. The NIP will be established as a joint venture between the UCANA and the relevant Synods, created by a 'Co-Operation Agreement'. The UCANA sought authorisation for six years.
On 2 August, the ACCC issued a draft determination proposing to grant authorisation for six years to enable separate legal entities that comprise the Uniting Church in Australia to collectively negotiate, procure and maintain insurance products and services.
UCANA amended its application to clarify the entities for which it is seeking authorisation. It also included the WA Synod.
On 30 October 2019, the ACCC issued a final Determination on this application, granting authorisation until 20 November 2025.
