On 22 December 2021, the ACCC received an application for authorisation from Cardtronics Australasia Pty Ltd (Cardtronics) on behalf of itself and current and future members of the Allpoint and Allpoint+ ATM networks (the Participants) to make and give effect to contracts, arrangements or understandings that contain provisions to the effect that Cardtronics will provide:

  • Allpoint network members’ cardholders with surcharge-free ATM transaction services (cash withdrawals and balance checks) (the Allpoint Network Conduct), and/or
  • Allpoint+ network members’ cardholders with surcharge-free cash deposits at Allpoint+ ATMs and kiosks (the Allpoint+ Network Conduct).

Cardtronics is seeking authorisation for 10 years. Cardtronics has also requested that the ACCC grant interim authorisation in respect of the Allpoint Network Conduct only.

On 24 February 2022, the ACCC granted interim authorisation for the Allpoint Network Conduct.

On 21 April 2022, the ACCC issued a draft determination proposing to grant authorisation for 10 years.
