Description of Conduct

On 15 April 2025, Australian Payments Network Limited (AusPayNet) applied for revocation of authorisation AA1000495-1 and its substitution with a new authorisation. The authorisation concerns the certification, suspension, and termination provisions of the Issuers and Acquirers Community (IAC) Regulations and Code Set.

AusPayNet submitted that the IAC Framework sets minimum standards for conduct and settlement procedures for transactions between banks carried across ATM and card payment networks (including Visa, Mastercard, American Express and eftpos).

The IAC certification, suspension and termination provisions have been authorised by the ACCC since 2000, and were last reauthorised in 2020.

Reauthorisation was sought because the existing authorisation was due to expire on 1 August 2025. AusPayNet sought reauthorisation for a further 5 years.

On 17 July 2025, the ACCC granted interim authorisation to AusPayNet to enable it to continue to give effect to the certification, suspension and termination provisions of the IAC Regulations and Code Set that were previously authorised while the ACCC considers the substantive application for reauthorisation.

On 14 August 2025 the ACCC issued a draft determination proposing to grant authorisation for 5 years.

On 11 September 2025, the ACCC issued a final determination granting authorisation until 30 September 2030.
