Description of Conduct
The Australian National Kennel Council Limited (ANKC) is seeking authorisation to amend its National Code of Ethics of Responsible Dog Ownership (Code of Ethics) to mandate that members of ANKC Member Bodies register dogs bred or owned by them with canine registration bodies which are recognised by ANKC. ANKC is not seeking an amendment requiring registration of dogs exclusively with ANKC recognised registration bodies or precluding registration of dogs with non-ANKC recognised registration bodies.
Currently, the Code of Ethics requires members to register dogs bred by them, without specifying the registration body. The canine registration bodies currently recognised by ANKC are the ANKC Member Bodies in each state and territory in Australia and a collection of overseas canine organisations.
ANKC has requested authorisation for a period of 5 years.
On 15 October 2019 the ACCC issued a draft determination proposing to deny authorisation.
On 30 October 2019 ANKC withdrew its application for authorisation. ANKC has indicated that it anticipates re-submitting the application in early 2020.
