Description of Conduct
On 20 May 2025, 1Circle Pty Ltd on behalf of itself and members of the business renewables buying groups (together, the Participating Entities) lodged application for authorisation AA1000700, seeking authorisation to establish 5 consecutive renewable energy buying groups (one per year from 2025 to 2029) in which members conduct a joint procurement process for the supply of electricity and renewable energy certificates and individually enter into the electricity supply contracts on common terms.
Authorisation is sought for 15 years. A full copy of the application is available below.
On 2 July 2025, the ACCC granted interim authorisation to enable the Participating Entities to undertake the joint procurement process for the 2025 buying group while the ACCC completed its assessment of the substantive application. Interim authorisation did not extend to giving effect to any contracts/agreements with suppliers of electricity services.
On 27 August 2025, the ACCC issued a draft determination proposing to grant authorisation to 1Circle for 15 years.
On 8 October 2025, the ACCC issued a determination granting authorisation until 30 October 2040.
