Final report21 Mar 2025
On 21 March 2025, we released our final report for the 2024-25 supermarkets inquiry.
The final report addresses key issues identified in the ACCC’s interim report, and analysed during the second phase of the ACCC’s inquiry. It also presents the ACCC’s recommendations to the government.
These recommendations respond to the key issues analysed in the report.
The report covers issues relating to:
- consumer experience
- retail competition
- supply chains
- supermarket margins.
The final report draws on information gathered by the ACCC since the release of the interim report, including:
- information gathered during public hearings and private hearings held with industry stakeholders
- confidential information obtained from supermarket retailers and suppliers
- public and private submissions from market participants to the ACCC’s interim report
- responses from the ACCC's consumer survey
- feedback from perishable agricultural goods suppliers at roundtable discussions, held in rural and regional Australia, and online.

We commissioned a report on the decision-making and behavioural impacts of supermarket pricing, promotional programs and loyalty program practices on Australian consumers. This report drew on primary and secondary research findings largely from the Australian supermarket retail environment.
