Notice of the mobile services inquiry5 Aug 2026
The ACCC is holding a public inquiry under Part 25 of the Telecommunications Act 1997 about proposals to declare the following services:
- a domestic roaming service
- a radio access network service.
The ACCC has decided to combine the public inquiries about the proposals to declare these services under section 152AN of the Competition and Consumer Act 2010.
We anticipate the inquiry will be conducted over an approximate 12-month period.
Overview of inquiry process
The ACCC will start consultation by publishing a discussion paper and seeking submissions on the matters it sets out.
The submission period will be a minimum of 28 days from the date we publish the discussion paper.
Make submissions in writing to telco.regulation@accc.gov.au, or as otherwise directed in the discussion paper.
After considering the submissions, the ACCC intends to arrive at a position regarding the proposals to declare the 2 services. We may release another discussion paper seeking further submissions on the key issues.
The ACCC intends to release a draft report setting out its preliminary views on the proposals.
Following consultation on the draft report, the ACCC will release a final report.
