On 10 July 2025, the ACCC provided a report to the Treasurer as part of its inquiry into the prices, profits and margins in the supply of electricity in the National Electricity Market (NEM). The ACCC published the report on 1 August 2025.

This is the ACCC's 13th report as part of its inquiry into the prices, profits and margins in the supply of electricity in the National Electricity Market (NEM).

For the first time, we have undertaken analysis of customer outcomes and competition for new energy services. Although new energy services comprise only a small part of the retail electricity market, there has been rapid growth in these products over time and they represent an important part of the energy transition.

The report examines electricity bills faced by customers based on their actual consumption. To inform this report, we collected billing data from retailers covering 97% of residential customers and 90% of small business customers in New South Wales, Victoria, South Australia and South East Queensland.

This report also examines:

  • the impact of concessions and government rebates on billing outcomes
  • bills faced by customers on different tariff types including flat rate, time-of-use and demand tariffs
  • trends in the use of solar, bills and feed in tariffs
  • billing outcomes and market conditions for 3 different new energy services: electric vehicle tariffs, behavioural demand response programs and virtual power plants
  • customer contract terms and conditions for new energy services
  • customer take up of financing and subscription arrangements for consumer energy resources.
