Prior to the possible lodgement of a formal price notification, Airservices submitted a draft of its proposal as part of the ACCC’s informal pre-lodgement process for assessing price notifications. This was initially provided to the ACCC on 27 September 2023. Airservices proposed 4 price increases between April 2024 and January 2026 which collectively would have increased the weighted average price by 19% in nominal terms. This initial proposal covered the 2023–24 to 2026–27 financial years.
On 13 November 2023, Airservices provided a revised draft price notification, following ACCC feedback. The revised proposal covered the 2023–24 to 2025–26 financial years. Airservices proposed the same 4 price increases between April 2024 and January 2026.
On 10 July 2024, Airservices provided further amendments to its draft price notification, following stakeholder and further ACCC feedback. The July 2024 proposal proposes a single 6% price increase. Airservices states that if this price increase is most readily expedited by having regard to the 2024–25 and 2025–26 financial years, Airservices would be happy for the ACCC to assess the proposal on that basis. Airservices has also provided revised operating expenditure and air traffic forecasts.
The ACCC’s assessment of Airservices' draft price notification is based on the amendments in the 10 July 2024 letter. On 29 August 2024, the ACCC published a preliminary view proposing to not object to the amended notification, inviting stakeholder submissions.
Airservices provided its formal price notification to the ACCC on 1 October 2024. This notification was consistent with the version of the draft notification provided on 10 July 2024.
