Consultation on the extension of the NBN SIO record keeping rule
On 3 July 2025, the ACCC published a consultation paper that outlined draft findings from its 2025 review of record keeping rules for telecommunications carriers and carriage service providers. The ACCC sought stakeholder views on:
- the benefits of improved reporting across markets
- associated costs of implementing and maintaining the record keeping and reporting that we proposed.
As part of this process, the ACCC proposed extending the existing NBN Services in Operation record keeping rule for a further 5 years until 30 September 2030. We note that the outcomes of the broader review will not be known before the NBN Services in Operation record keeping rule expires on 30 September 2025.

Decision and next steps
The ACCC has decided to extend the NBN Services in Operation record keeping rule for a period of 5 years while it considers its future as part of the broader 2025 review of record keeping rules. The rule will now expire on 30 September 2030.
The ACCC considers an extension of 5 years is appropriate as it does not presuppose the outcomes of the Review.
The current Disclosure Direction will continue to apply.
