The NBN Services in Operation record keeping rules require NBN Co to provide information on the number of Access Virtual Circuit (AVC) services in operation, the amount of Connectivity Virtual Circuit (CVC) capacity being acquired and average CVC utilisation over the NBN.

This information will be used to assist the ACCC in regulating access to the NBN and performing its regulatory functions under Parts XIB and XIC of the Competition and Consumer Act 2010. The NBN Services in Operation record keeping rule is likely to eventually replace the Customer Access Network (CAN) record keeping rule as customers on the copper network are progressively switched over to the NBN.

The ACCC considers that the record keeping rule will indirectly benefit consumers by supporting better regulatory decision-making that promotes competition and efficient use of the NBN, as well as investment in the NBN and services provided over the NBN.
