On 11 September 2014, the ACCC commenced a declaration inquiry into whether a superfast broadband access service, such as the very-high-bit-rate digital subscriber line (VDSL) service, should be regulated under the Competition and Consumer Act 2010.

On 29 July 2016, the ACCC declared a superfast broadband access service (SBAS). This declaration commenced on 29 July 2016 and expired on 28 July 2021.

On 29 July 2016, the ACCC also commenced an SBAS final access determination inquiry and decided to combine this inquiry with a Local Bitstream Access Service (LBAS) final access determination inquiry. The combined SBAS LBAS final access determination was made on 26 May 2017.

On 9 July 2020 the ACCC commenced a combined SBAS LBAS inquiry into whether the services should continue to be declared. On 19 July 2021 the ACCC concluded its inquiry and decided to vary and extend the SBAS declaration. The LBAS was incorporated into the varied SBAS declaration.

On 19 July 2021, the ACCC commenced a public inquiry into making a final access determination for the varied SBAS.
