After reviewing all relevant documents for assessing the undertaking, it came to the ACCC’s attention that documents submitted on 18 November 2008 were not made available for interested parties to respond to.
Ovum's review of the TEA cost model
As part of its assessment of Telstra's 2008 ULLS undertaking, the ACCC commissioned Ovum to review the TEA cost model. Ovum conducted reviews on the economic, engineering and operability aspects of the model.
Confidential versions
The ACCC notes that the confidential versions of Ovum's Reviews contain material from TEA model version 1.1, which Telstra maintains contains highly commercially confidential content.
At this time Telstra has not permitted access seeker employees which it considers to have a commercial role (even in addition to a regulatory role) within the access seeker to have access to the detailed material in TEA model version 1.1 but has provided an alternative TEA model version 1.1.1 in such circumstances. Accordingly, people seeking permission to access to the confidential versions of Ovum's Reviews from the ACCC will need to establish that they have access to TEA model version 1.1.

Chime, Agile, and Adam's joint response to discussion paper
Adam Internet, iiNet/Chime and Agile/Internode (the access seekers) considered that Telstra’s undertaking was inconsistent with Telstra’s standard access obligations (SAOs) and failed to provide reasonable terms of access.
